Judges’ Comments

Joyce Lim’s account of unhygienic conditions at Singapore’s migrant worker dormitories and the fears of thousands of men housed there, showed why Covid-19 infection numbers exploded. The story shocked readers, pressured authorities to act, and prompted a strong community response to help these men at risk.
